AN ENGLISH COMPANY has had its Scottish licence cut from 20 vehicles to 17 for four weeks after the firm received a string of prohibitions during 2004.

Stockton-on-Tees based Doocey North East was appearing before the Scottish Traffic Commissioner Joan Aitken. It was its second public inquiry in two years, The TC said she would be prepared to grant the company's application for five additional vehicles from the end of May if it undertook to voluntarily reduce the authorisation on its North Eastern Area licence from 30 to 20 vehicles and to employ and continue to employ a full-time CPC holder based in Scotland to monitor and support the Scottish operation.

Evidence was given that in 2004 the Scottish-based vehicles were issued with three immediate and three delayed prohibitions, together with three variation notices when vehicles were produced for prohibition clearance. Two of the notices had been endorsed 'S'. The safety inspection records were unsatisfactory and the driver defect reporting system was ineffective.

For the company, it was said that it was seeking a licence for 15 vehicles in the Eastern Traffic Area to service a contract at Norwich and the intention was to reduce the North EasternArea licence to 10 vehicles.

The TC said she would not have expected an operator that had appeared.not for the first time, at a public inquiry in the North East in 2003 to be found wanting in Scotland in 2004.

That by itself meant that the currency of the assurances given was weakened. She believed the expansionist enthusiasm of the business had been at the expense of compliance with the company's 0-licensing responsibilities.

She could not disregard the company's apparent disregard for road safety and the undertakings made on its licence application.
