Which of the following most accurately describes the problem?

The EC and the EU Council of Ministers want to make it harder to become a road transport operator by replacing the 1996 Directive (96/26/EC) with a new regulation governing access to the industry.

Within this regulation will be a new CPC, incorporating both national and international parts, with a minimum 140 hours' training and a tightening of the rules governing the transport manager's responsibilities and links with the company. These proposals have yet to be approved by the European Parliament.

A UK CPC holder may: • have had a CPC issued by a IC before 31 December 1979 stating that the holder was in responsible road transport employment before 1 January 1975 (grandfather rights) • possess the appropriate qualification from a professional institute covering national/ international licences or only national licences • hold the CPC issued by the OCR Examinations Board on behalf of the Department for Transport. There are three modules and to obtain an international CPC an additional module must be passed. If the national CPC was passed before 1999 the whole exam-national and international must be passed.
