Which of the following most accurately describes the problem?

My yard is based just outside the M25 and the nearest Vosa test station, which I frequently use, is about a mile inside the M25. Will I be able to take my trucks in there without needing to have a low-emission certificate (LEC) once the London lowemission zone (LEI) comes into force?

Unfortunately the answer to that question is no. The majority of the area within the M25 will be covered by the LEZ. So unless your trucks meet the Euro-3 particulate level you will have to pay the £200-a-day toll to drive in, or find another Vosa test station.
