Which of the following most accurately describes the problem?

Keywords : Caerau, Tredegar, Maesteg, Cardiff

REPRESENTATIVES of over 100 large and small operators of buses and coaches meeting in Cardiff have set up a committee to organize opposition to Mrs Castle's plans for PTAs. Forming part of the national VOICE organization, it is to be known as the South Wales regional section committee.

Chairman of the South Wales committee is Mr A. E. Brewer of Brewer's Motors, Caerau, Glam, and Mr J. H. Gilbert, general manager of the South Wales Transport Co. Ltd. is deputy chairman. Mr D. E. Davies, area secretary of the PVOA will be the secretary of the committee.

Other members are: Mr I. L. Gray, general manager of Western Welsh Omnibus Co. Ltd., Mr. H. F. Hill of Hill's (Tredegar) Ltd., Mr Ron Jones of Jones' Omnibus Services Ltd., Aberbeeg, Mon, Mr D. N. Flower, manager of Neath and Cardiff Luxury Coaches Ltd., Mr Harold Evans of Evans' Coaches Ltd., Tredegar, Mr R. T. Rainford of Llynfi Motor Services, Maesteg, Mr. C. Withers of Howells and Withers Ltd., PontIlanfraith and Mr V. L. Wildings of Morlais Services Ltd., Tredegar.

And "few other industries have such stringent regulations controlling management's ability to pursue their own judgment as those applying to stage carriage services".

While recognizing a balance must be struck between the correct level of fares and the average wages of staff the unions claim that fares have not risen in post-war years as steeply as other prices and have been artificially held down. In effect "busmen with their low wages have subsidized the industry for many years".

• ANOTHER BID to bring in a Private Member's Bill extending concessionary fares to all old people is to be made by Mr Robert Brown, Labour MP for Newcastle upon Tyne West. His previous bill failed to get through the committee stage but after receiving letters of support from pensioners' organizations and individuals throughout the country he is to try again.
