Which of the following most accurately describes the problem?

I N connection with the report rendered to the Price Regulation Committee (North Midland Region) concerning what is termed the " racket in secondhand cars." although this does not enter our field, one of the statements in it deserves attention. This is to the effect that lorries and commercial vehicles are the subject of Governmental control, whilst used motorcycles are controlled by the provisions of the Second-hand Goods (Maximum Prices, Maximum Charges and Records) Order, 1943, and the 'C'ommittee could not appreciate any reason why used cars should not also be brought within the scope of that particular Order.

To use as a lever the control of lorries and commercial vehicles [surely a lorry is a commercial vehicle!—En.] is wrong, because the only control is as to whether certain used vehicles may or may not he sold, and is not a matter of price. Even in respect of motorcycles, their used price is controlled only in the matter of selling by the trade, but private owners can sell at any price they can obtain.
