Which of the following most accurately describes the problem?

dipped headlights campaign is growing among Midland Red bus drivers. Already a petition protesting against the use of dipped headlights in well lit streets has been signed by 170 drivers from Bearwood and Oldbury garages and has been handed to Smethwick's anti-dipped headlights committee. Since then, about half of the 120 drivers at Digbeth, Birmingham, have signed a similar petition.

Mr. R. Lewis, chairman of the Bearwood branch of the T.G.W.U., said that he had been assured of the support of 80 A30 per cent of the drivers at Sutton Coldfield.

It was likely that other garages would express their opposition to the campaign in the next few days.
