Which of the following most accurately describes the problem?

depot 1 at Low Fell, Gateshead, was the largest and most modern depot in Britain and probably in Europe, said Sir Brian Robertson, chairman of the British Transport Commission, at the opening ceremony on Tuesday. (A full description appears on page 534.) Primarily a roadtransport depot, it was also rail-connected. Some traffic was entirely suitable for road and some for rail, but there was a large percentage -that was best served by a combination of the two services, he said.

He had never encouraged B.R.S. to "run their show on the cheap," but did not decry small operators. B.R.S. were quite happy to be in competition with other suppliers of transport.

The competition between hauliers was not nearly so important as that between hauliers and private transport, said Sir Brian.
