Which of the following most accurately describes the problem?

TWO hauliers who had arrived late before the Transport Tribunal on October 8, to find that their cases had been dismissed in their absence, appeared again on Tuesday to reinstate their right to appeal. December 15 was fixed for a hearing of their appeals.

Mr. E. B. Hodson; East Runton, and Mr. F. Bullimore, East Ruaton, had lodged appeals against the grant of a B licence by the Eastern Licensing Authority to Mr. W. J. Crowe, West Runton.

Mr. A. W. Fades, for Mr. Crowe, told the Tribunal that Mr. Bullimore's notice of objection to the Authority was in statutory form, but the copy sent to his client was not. Mr. Bullirnore was therefore not entitled to appeal. Mr. Eades thought that Mr. Hodson did have a right to appeal.

Lateness of a train was the reason put forward by Mr. Hodson for his absence on October 8. Sir Hubert Hull, president, said that he thought that both appellants should have their chance,. although, after reading the transcript of the hearing before the Authority, he considered that their success was unlikely.
