Which of the following most accurately describes the problem?

THE Minister of Transport's plans to relieve the pressure of traffic in the West End of London during the Christmas period are considered to augur Government intentions to deal with the general problem of urban congestion. Parking is to be more restricted, and extra buses are to be provided, whilst a number of temporary one-way streets will be introduced.

London Town Planning Committee estimate that 15m will be spent on road improvements during 1959-60. In the first half of the year the actual expenditure was £1,327,001. This information was given on Tuesday by Mr. Robert Vigars, chairman of the committee. • Concern over Christmas traffic delays in Glasgow has been expressed by Mr. E. R. L. Fitzpayne, general manager of the transport department, to the transport committee. They are to discuss the problem with the highway committee.

Recent morning delays at the Clyde bridges have been as long as 50 minutes. On Saturdays, when parking restrictions in the centre of the city end at I p.m., main thoroughfares are choked with vehicles and are at a standstill for periods of up to 40 minutes.
