Which of the following most accurately describes the problem?

A DEPUTATION representing the EA Association of British Chambers of Commerce met the Minister of Transport, Mr. Lennox-Boyd, last week, to discuss their case for improved roads to case the movement of industrial traffic. A statement issued afterwards quoted the Minister as saying that, "there was room for some modest optimism," and that he had undertaken to consider their proposals.

,The meeting arose from a memorandum submitted to the Government by the Association, pressing their case for better roads and bridges.

The deputation was led by Mr. T. H: • Summerson, chairman of the home affairs and transport division of the association, and Mr. C. E. Jordan, chairman of the association's transport committee.

• The statement said that representatives of the Association made it clear that the solution of the problem lay largely in creating more .resources of manpower and raw materials rather than seeking to re-allocate existing • resources. They informed the Minister that they considered that an all-out national effort was imperative to overtake arrears of maintenance and . development.

Priority should be determined on a national basis, so as to ensure that the worst causes of congestion and delay ts.) traffic were removed, irrespective of their location.

After the meeting. Mr. Summerson said that the Minister had been obviously impressed with the strength of the case presented to him.
