PHILIP HAMMOND has been appointed Secretary of State for Transport as part of the Conservative/Liberal Democrat coalition government, with Theresa Villiers, who shadowed the role for almost three years, becoming Minister of State for Transport. Hammond was previously shadow chief secretary to the Treasury, a government post that has been taken by Lib Dem David Laws.

They have been joined at the DtT by Lib Dem Norman Baker, who was shadow transport minister for the party, and Tory Mike Penning, who will be responsible for freight and a lorry road user charge.
