Which of the following most accurately describes the problem?

THE ANSWER TO relieving the congestion on the UK's motorways lies in adding an extra lane just 12 feet wide, according to some of the industry's biggest transport organisations.

The Freight Transport Association, the Road Haulage Association, the RAC Foundation, CBI, British Chamber of Commerce and theAA MotoringThist have joined together to call for investment in the motorway network, ahead of a decision by the government on its long-term spending plans for transport.

The group says widening the most congested parts of the Ml, M4, M25, M6 and M62 by an extra lane in each direction will increase their safe capacity by one third and make journeys easier for all. Geoff Dossetter, the FTA's head of external affairs, denies that the new road-space will simply be filled with more cars: "That's a bit like saying that we shouldn't build more hospitals because they will just be filled with patients"
