A TIMBER merchant facing his second public inquiry in two years has escaped with a warning after the TC heard that the operator's only vehicle is now inspected regularly and the owner has attended an operator's seminar.

Formby-based Ronald Purcell, trading as Glendale Trading Co, had been called before North Western Traffic Commissioner Beverley Bell at a St Helens disciplinary inquiry. He holds a one-vehicle restricted licence granted in 1997. When the case first came before the TC in February vehicle examiner Alan Barnes reported that in August 2003 there had been very little improvement

since a previous public inquiry in January 2002. The vehicle was issued with a delayed prohibition, there were no inspection records available, and there was no forward planning system.

When the hearing continued Purcell told the TC that since the first day of the hearing he had attended an operator's seminar. His vehicle was now being inspected every two months.

After examining safety inspection records Barnes said they were complete and up to date. Brake tests had been carried out with the vehicle passing first time. He was happy that there had been an improvement and hoped that standard would be maintained.
