Which of the following most accurately describes the problem?

surplus

British Rail's annual report published this week shows the railways have already set about improvements detailed by the House of Commons Select Committee on Nationalised Industries.

An operating surplus of £13.7 million compared with a 1975 loss of E28.3 million and a staff reduction of 8,151 have been achieved while both freight tonnages and passenger volumes increased with less rolling stock and fewer locomotives.

Freight traffic accounted for £307 million of BR revenue while goods operations accounted for 12,706 million tonne miles during 1976 over 43 million train miles.

In his commentary to the report BR chairman Peter Parker says that there is always a danger of forgetting the customer when the railways are caught up in politics and social commitments but he sees the appointment of a new board member for marketing as a step towards meeting the customer.
