Which of the following most accurately describes the problem?

ASPECIAL trailer (not destined for road operation) has been produced by Carrimore Six Wheelers Ltd. to assist in the new Blackwall Tunnel duplication.

Mounted on eight 22 in. by 8 in. solidtyred wheels, the trailer is designed to carry the Tee-shaped, reinforced-concrete sections that go to make up the roadway in the new tunnel. The trailer frame is U shaped with the open end of the U facing towards the rear. Hydraulic jacks are mounted on the sides of the trailer which raise the sections for transporting them into position in the tube. The unit is towed—or more correctly, pushed—by a Ford-County four-wheeldrive tractor through a drawbar. Hydraulic power for the rams of the lifting jacks and for the steering, twin-oscillating rear axles is derived from a vane-type pump driven by a small Italian-made petrol engine: Steering and jacking controls are mounted on the side of the trailer, where a driver is seated. All the wheels on both bogies are mounted on twin-oscillating axles to allow the trailer to run on the 15° maximum camber of the tunnel tube.

Each section of the tunnel floor weighs about 13 tons and measures 20 ft. wide by 10 ft. long. To achieve maximum stability in all conditions the front turntable, which is mounted on a double-row ball-bearing ring, is restricted to a 40° lock to each side.
