IF the Socialists are returned to power at the General Election next A week, they will bring C licensees under strict control and quickly nationalize the British Electric Traction bus group.

Mr. lames Callaghan made this threat last Sunday when he outlined the Labour Party's policy for transport.

He said that the denationalization of road haulage would be stopped. The network of services which existed before disposal began would be restored. The Government would pay for the retained value of the plant and vehicles acquired. If they had been well maintained, they would fetch a better price than if they had not.

No compensation would be paid for loss of profits or severance of business. When transport was nationalized under the 1947 Act, hauliers could, said Mr. Callaghan, claim that it was a forced sale. This time they would have a forced purchase.

The problem of C-licence transport would have to be reviewed again. The Socialists would have to decide which were the pro-per spheres of private and public transport C-licensees might have to pay a heavy fee for the privilege of running 'their own transport. Alternatively, they might be limited to a certain radius. Another method of control would be to make them prove .the need for licences.

Mr. Callaghan emphasized that the nationalization of B.E.T. must be completed quickly.

The Socialists' immediate aim would be to interlock road and rail services.

Mr. Callaghan was addressing the annual conference of the national goods carriage and railway motor transport section of the National Union of Railwaymen, at Hastings.

R.H.A. COMPILE LONG-DISTANCE DIRECTORY

A N index of available transpart I-1 services has been compiled by the North Western (Eastern) Area office of the Road ,Haulage Association, Manchester. It lists routes and districts served by holders of special A licences, the kinds of traffic in which they specialize, and the types of vehicle they operate.

The index is being extended to include details of holders of other types of licence who have entered the longdistance field, Mr. W. Farnorth, area secretary, has stated that the office can put trader's requiring transport into touch with carriers. At a meeting of area secretaries it was agreed that similar indices should be compiled in all areas and interchanged.
