Which of the following most accurately describes the problem?

A THREE-MONTH STUDY into whether a freight consolidation centre will make deliveries into Glasgow more environmentally friendly has been launched.

Despite funding concerns over existing consolidation centres in cities such as Bristol and Norwich, Strathclyde Partnership for Transport (SPT) says it has commissioned the research to improve freight delivery efficiencies in Scotland's second city.

Freight consolidation centres, which take deliveries of goods bound for retail outlets before a high-load vehicle makes one delivery into a city centre, have so far been shown to work only if a local authority subsidises them. An SPT spokeswoman says funding sources will be addressed by the study, but SPT's chairman, Alistair Watson, says making deliveries more environmentally efficient is the priority:

-Freight plays a vital role in the Scottish economy, but it is crucial that we look at its impact on the environment alongside the needs of the economy and customer demand," he says. "We will continue to work with the distribution industry and other interested parties to improve the way goods and services are delivered.

The Freight Transport Association's head of policy for Scotland, Gavin Scott, who is also an SPT board member. says those companies wanting to run a centre will be approached, and this includes smaller operators that have expressed an interest.

He adds: "Funding is obviously a big problem, but I'd like to think that if consultants do a really good job, they will come back and say there are great advantages for Glasgow, for A. B and C reasons. Then, the SPT might be willing to put some funding towards it."
