Which of the following most accurately describes the problem?

ILLUSTRATED below is the first of a I batch of three mobile filling stations which European Petroleum Distributors Ltd. intends to operate to sell cut-price petrol; two grades will be offered, E.P.90 octane at 3s. 10d. a gallon and E.P.93 octane at 4s. a gallon. They will not be operated within five miles of existing E.P. retail dealers and when operated within 10 miles the retail profit will be passed on to the nearest E.P. dealer.

The company intends to use them at public events such as race meetings and also in car parks and hotel forecourts, on the basis that if they are 15 ft. from the highway no licence is required to employ them as service stations.

As seen here, the 4,000-gal, tank is mounted on an A.E.C. Mammoth Major chassis. The tank, built by Darham Industries, has six compartments; three compartments (of 800, 700 and 500 gal.) feed each of the Beckmeter M.50 handoperated pumps.
