Which of the following most accurately describes the problem?

AN application by McKelvie and Co. (Manchester) Ltd. for 37 vehicles, including 27 articulated, on A licence was resumed in Manchester last week, the case. having opened on February 7. McKelvie was asking for a normal user , of general goods to Scotland, Northern England, North and South Wales, Central, Southern and South West England.

Objecting were Mr. G. Mann for British Railways, Mr. J. Lawton for (Pickfords), Robert Wynn and Sons (Manchester), Roebuck Ltd. and H.R.D. Maconnochie Ltd., and Mr. J. Clayton for Reliance Garage Ltd.

Mr. D. Goodfellow, a director and traffic manager of McKelvie, said he was asking for 25 additional vehicles and 12 present vehicles would be surrendered. He was not able to cope with the demands made upon his company and was finding difficulty in obtaining subcontractors. Recalling that McKelvie had been taken over by Transport Development Group, Mr. Goodfellow said the company now had depots at Paisley, London, Manchester, Walsall, Motherwell and Barrhead. Because of pressure of work at the Scottish depots he was no longer able to obtain vehicles from Scotland. • Mr. Mann said that from the figures it appeared that there had been no increase in traffic at Manchester but a tremendous increase at Walsall. He thought it alarming that a depot was looking for something like a 200 per cent increase in capacity.

In answering for McKelvie, Mr. J. R. C. Samuel-Gibbon submitted that there were no other suitable road services in the area to carry the traffic mentioned; while the figures produced did not show any increase in receipts they showed a definite increase in employment.

In his decision the North Western deputy Licensing Authority, Mr. G. Newman, offered the applicants 13 vehicles and four trailers on A licence, 12 vehicles and three trailers of these already being licensed to them. The company would be allowed to add

London and Home Counties" to their exsting normal user.

McKelvie is to inform the deputy Authority if this proposal is acceptable.
