A LTHOLTGH the normal user of an ri A licence held by Mr. W. T. Deakin had been almost completely disregarded, the West Midland Licensing Authority announced last week that he did not intend to take steps to revoke the licence. In a reserved decision on Mr. Deakin's application for a new A licence in place of the existing one, Mr. W. P. James said he would make a conditional grant;

Mr. James said in his decision that some credit must be given to Mr. Deakin for' trying• to put his house in order before the licence expired, but this could not purge his offence. However, revocation would be too severe a punishment and it had been decided not to inflict any penalty, bearing in mind that Mr. Deakin had appeared genuinely concerned about the matter.

The application as made must be .refused, but Mr. James considered the evidence warranted an extension to the existing user. He suggested "furniture, excluding household removals, Coventry and district, Northampton and district and Birmingham and district, also furniture for the Sydenham Cabinet Co. as required."

The Association's bulk liquids functional group on Tuesday re-elected their principal officers. The chairman is Mr. A. Bibby (Thos. Allen, Ltd.), and the vice-chairmen are Mr. G. le M. Gosselin (Tyburn Road . Tank Services, Ltd.) and Mr. H. Robinson (Smith and Robinson (Leeds), Ltd.).
