Which of the following most accurately describes the problem?

COM PLAINTS by Peterborough hauliers resulted in a C-licensee being fined £10 at Whittlescy, Cambs, on Monday, for undertaking haulage work. He was Thomas Gale, Coronation Avenue, Whittlesey, who pleaded guilty to 10 offences.

Mr, S. J. Green, prosecuting for the Eastern Licensing Authority, said that between October 20 and November 3, last year, Gale carried sugar beet for a neighbouring farmer to the British Sugar Corporation's factory at Peterborough. Other hauliers complained that this was unfair competition, and Gale was interviewed. He explained that he thought he was covered by his brother's A licence —they traded together as Gale Bros.

Mr. R. Laxton, defending, pointed out that at the time Gale had little knowledge of the licensing regulations, but he now realized he had done wrong and had put his house in order. The offences should be treated as technical breaches of the regulations.

Gale was fined El on each charge.
