Which of the following most accurately describes the problem?

to obtain return loads, by hauliers running into Bradford from other parts of the country, were made at a meeting of the long-distance haulage committee of the transport section of Bradford Chamber of Trade, last Friday.

It was stated that these hauliers, principally from Lancashire and London, were obtaining their loads chiefly from shipping agents. Rate-cutting, it was said, was prevalent among shipping agents themselves, and this was reflected in the rates which were offered to hauliers for the transport of goods from picking-up points to the ports.

It was declared that hauliers from other areas were taking goods on their return journeys at almost any. .price, so long as the cost of petrol was covered. The problem is particularly acute in Bradford, because the city does a large import and export trade. Consideration of the matter was adjourned to a full meeting of the chamber on Monday next, when the question of rates is due for discussion.

The rates problem is in the forefront of the programme of the new Yorkshire area committee of Associated Road Operators.
