Contract Applications: Sound Backing Essential.

That applicants for contract licences must prove that there is a company of some substance behind them' is a ruling laid down by Mr. Henry Riches, Northern Scotland Licensing Authority.

The Woodside Haulage Co., Thornton Garage, Kirkcaldy, applied last week for a contract licence to carry paper, rags and the requirements of paper manufacturers between Markinch and Inverkeithing and the Midlands of England. The application was opposed by the L.N.E. Railway Co.

On behalf Of the applicant, it was held that, as it was an application for a contract licence, there was no rule for an objection by the railway company.

Mr. Riches held that, until it was proved to his satisfaction that a certain contract had been entered into and he was satisfied that it would be kept, the matter was an application for an ordinary A licence, to which certain parties had statutory rights of objection. He would not pass the application unless he knew that there was a company of some substance behind it.

The application was temporarily withdrawn.
