Which of the following most accurately describes the problem?

MODIFICATIONS to • be made to increased passenger fares, which came into force in London on March 2, and to those it had.been proposed to impose outside London on May I, were announced by the Minister of Transport, in the House of Commons, on Monday.

In the cases of ordinary and earlymorning fares on London Transport, sub-standard charges are to be raised only by the same amount as standard charges of the same value. This will involve the restoration of the stages in operation before March 2 on London Transport road services.

Other revisions will be made to British Railways fares. New charges will come into force on August 31, it is hoped. "The resultant loss of revenue through all these changes is estimated to be about £1,240,000 in the London area, and £660,000 outside that area, a total of £1,900,000 in a full year," the Minister stated.
