Which of the following most accurately describes the problem?

OPERATORS USING designated premises in Hertfordshire for their annual tests claim Vosa has told them they must now take their vehicles to North London because they cannot recruit enough testing staff.

In a letter to workshop staff at Scantruck's Hatfield base, Vosa station manager Bob Simpson outlines why it is withdrawing a proportion of the technical inspection cover it provides.

It intends to reduce the number of test days from five to three from 1 August, in order to provide customers with "a high standard of service". Simpson adds that these arrangements are temporary.

However, operators who have contacted Vosa voicing their concern have apparently been told the reasons for reducing test days are down to lack of staff. In addition, staff at the designated premises in Hatfield question how temporary the decision is as threeday test sessions are listed on their Christmas opening hours. christopher.tindall@rbi.co.uk
