Louise Cole investigates the government's policy towards cleaning up emissions and creating a sustainable alternative fuels market.

The UK has outstanding commitments to provide 'clean' vehicles and reduce its dependency on oil in line with European Union targets. Our Renewable Transport Fuel Obligation (RTFO) requires a 5% reduction in fossil fuel use by 2010, and an end to our dependency on oil-based products within 'a generation"— presumably about 30 years. Additionally, legislative material put before the European Commission proposed that a quarter of all vehicles over 3.5 tonnes funded with public money should be enhanced environmentally friendly vehicles (EEVs). This level is just under Euro-5 and can be fulfilled with 'clean' diesel. biodiesel, natural gas, electric hybrid or fuel-cell power.This public procurement directive has since been dropped, but the chances are it will not be long before the EC strives to find another way of creating a sustainable alternative fuels market.
