Which of the following most accurately describes the problem?

More than 400 managers, scientists and staff at the Crowthorne based Transport Research Laboratory are fighting to retain their independence after the Government last week advertised the lab's sale.

Led by chief executive John Wootton, the staff are racing to put together a bid in time for the Department of Transport's 25 August deadline. But they are looking for partners.

"I want as many organisation as possible to do something," says Wootton. "The most important thing is not to have a narrow membership." The freight industry has been a major beneficiary of the lab, which has investigated suspension systems, weighing and spray reducing materials.
