Which of the following most accurately describes the problem?

• The margin of three vehicles was removed and two further vehicles suspended for six months from the licence of Hobbs (Quarries) Ltd when the company's Welsh subsidiary was called by the Welsh LA under Section 69 this week.

The company's transport manager, Mr D. W. L. Morris, told the LA that there were 24 vehicles, of which 17 were tippers, which were specified on the licence. There were also 19 owner-drivers who worked for the firm and in addition there were 17 light vans in operation.

There had been eight GV9s since 1971 and of these two related to vehicles operated by owner-drivers and two were for black smoke.

Mr Morris said thht six fitters were employed at the company's workshops and five others were employed at quarries. He said that he was not satisfied that there were sufficient fitters.

In making the penalty the LA said that he had been told that two vehicles were in any case idle and the suspension would therefore have little effect.
