Which of the following most accurately describes the problem?

• GLC leader, Sir Reg Goodwin, announced on Tuesday that London's 1,223,515 pensioners will be able to travel free on red buses within two months.

The GLC and London Transport are now talking with local authorities outside Greater London where the red buses also operate.

And a meeting is being held with the London Borough's Association to consider financial arrangements and the issuing of passes. The exact date for introducing the scheme will depend on the outcome of these discussions.
