Which of the following most accurately describes the problem?

AN important ruling, which will affect haulage competition throughout the European Coal and Steel Community, and which could have an effect on operations in Common Market countries, was given last week by the Court of Justice of the European Communities in Luxembourg. The court gave judgment to the High Authority of the European Coal and Steel Community in its case against the Dutch Government over Holland's refusal to publish rates applicable to coal and steel transport.

The judgment is of considerable significance for Britain because it means that, in all probability, on joining the E.C.S.C., freight charges for the delivery of coal and steel within Europe would have to be published, thus allowing competitors to align their costs. With this judgment, the High Authority is entitled to require member states to lake action to ensure the publication of transport costs.

A BILL has been placed before the

Austrian Parliament by a group of M.P.s from one of the coalition parties which foresees the introduction to the Austrian road haulage industry of forked rates, an "examination of fitness" for operators in the road haulage branch -particularly those engaged in longdistance and international transport-and statistical control of the country's road haulage industry. It is expected that the Bill will be passed during the current sitting of Parliament.
