Which of the following most accurately describes the problem?

April (7.517) was appreciably lower than the March weekly average (8,742), largely due, no doubt, to the intervention of Easter. This is the first time this year that the average weekly production of " commercials " has fallen below the 8,000 mark. It is interesting to note that the corresponding figure for April, 1961, was 9,409.

Commercial vehicle exports for April (13,948, value £10.7m.) showed little change on the April, 1961, figures, but the total volume for January-April (53,648 was well down on last year's record performance (66,446) over the same period.
