Which of the following most accurately describes the problem?

THE VEHICLE and Operators Services Agency (VOSA) has sought to allay operators' fears that they will face a rush of inspections when the Working Time Directive comes into force on 23 March.

Speaking at the Brewery Logistics Group's AGM, VOSA commercial director Graham Williams told delegates that it will only enforce the regulations in response to any complaints from employees that they are being pressurised to contravene the regulations, or when it examines working records following an accident.

"If an operator is found to be breaking the regulations in the first instance we will offer advice to ensure that they fully understand them,"he added."ff they fail to take action this may be followed up with a verbal warning and we will write to the 'Raffle Commissioner.

"The last resort will be prosecution. This will be for persistent offenders who continue to fail to comply with the regulations when they know better."

He urged operators to ensure that they have an adequate system in place to record working time records and to inform workers of their responsibilities.

The final Working Time Directive regulations are due to he published by the government in the next three weeks.
