Which of the following most accurately describes the problem?

WELSH OPERATOR NR Evans has escaped with a two-week licence suspension after some 845 offences were discovered. The Cross Handsbased firrn has a licence for 83 vehicles and 86 trailers.

Welsh Traffic Commissioner David Dixon acted after 60 drivers based in Wales were convicted of making false tachograph records and false instruments.

NR Evans has depots at Cross Hands, Wrexham and the Isle of Anglesey. In addition to Wales it holds licences in the Eastern, North Eastern and Scottish Traffic Areas authorising a further 71 vehicles. In September the Scottish Deputy Traffic Commissioner issued the company with a formal warning in respect of 43 similar offences committed by drivers based in Scotland.

Dixon warned the company that to retain its Welsh licence it must maintain the high standard of control of the drivers' hours that is now in place. He remarked that it had to satisfy itself that the management team was sufficient in number and up to the task.

It was no longer a modest family business able to be run by managing director Neil Evans alone.

Sixteen of the Welsh drivers involved have had their HGV driving licences suspended for periods varying between two and five months. The remainder are due to appear before the TC on three days in March.
