Which of the following most accurately describes the problem?

Northamptonshire police have urged operators to be on their guard against buying stolen diesel following a large number of diesel thefts in the Braybrook Road area.

Kettering police say that almost 20 thefts have been reported in the past six months, with offenders seemingly targeting operators with fuel bunkers on site.

Thieves are breaking the locks and decanting the fuel into containers.

DI Dick Aistrop says: "These thefts amount to several hundred litres of fuel, which is a significant loss in terms of operations as well as profit to these businesses. These kinds of quantities suggest that it is not being used for personal use but is being sold on.

"We are urging people who are being offered diesel for sale to refuse it if it is from an unofficial source," he says.
