Which of the following most accurately describes the problem?

A TRUCK DRIVER AND his mate have been disqualified from driving for three months after being caught on CCTV fly tipping in Ruislip.

David O'Gorman of Lady Margaret Road, Southall, and Peter O'Sullivan of Milton Road, Hanwell, were also fined £1,000 with £500 costs apiece after pleading guilty to dumping a load of construction waste on 28 March 2004. Uxbridge magistrates heard that a security guard at a nearby pharmaceutical company filmed the incident.

John Seddon of the Environment Agency says: "As well as imposing the fines, the court's decision to disqualify both the driver and passenger... for three months sends a strong message to others contemplating such illegal actions to think twice before proceeding.
