Which of the following most accurately describes the problem?

-r-HE Northern Ireland Road Trans1 port Board, which is responsible for all road passenger and freight transport outside Belfast, states in its fourth

annual report, for the year ended September 30, 1939, that an operating profit of £7,693 was made against a loss of £76,206 in the previous year. There was, thus, a gain of £83,899 in net operating revenue, and, after eliminating the element of difference in the method of calculating depreciation, as between the two years, the net operating improvement is £60,340.

Traffic receipts totalled £967,576, as compared with £926,472 in the previous year. Expenditure amounted to £959,883 (including £125,328 for depreciation on vehicles, plant, machinery and buildings), as compared with £1,002,678 in the preceding year. If the depreciation figure be adjusted, as before, there still remains a decrease of £19,236 in expenditure, although the volume of freight traffic carried this year was considerably greater than last year.

This substantial improvement has not been brought about by any sudden action. It is the result of a policy, steadily pursued, gradually becoming effective.

The total revenue earned by the passenger services was £612,428,, as against £606,275 in the year 1937-38. The total mileage covered by the Board's passenger vehicles during the year declined by about 550,000 miles. A substantial portion of this wag, due to the severe curtailment of the services in the month of September, following the outbreak of war and the withdrawal of private-hire and touring services.

Freight traffic receipts were £355,148, as against £320,197 in the previous year.

To the operating profit of £7,693 has to be added other receipts of £4,277, making a total of £11,970, from which has to be deducted the miscellaneous rents of £10,116, leaving a credit balance of £1,854. After charging interest on consideration for undertakings acquired, £10,360, there is a debit balance to be carriefl to the appropriation account of £8,506. The corresponding figure for the previous year was a debit balance of £125,971.
