Which of the following most accurately describes the problem?

Fleetwatch Livery Management is a system for vehicle livery and body maintenance which is designed to reduce costs and increase efficiency. The service has been developed over the past five years and is based on ICI Autocolor's Turbo Plus two-pack paint system and its Fleetwatch network of paint shops. These products enable ICI to talk in terms of a five-year life for vehicle liveries, but Fleetwatch is also about management of the fleet livery. The Paintspec system provides a specification for each operator using the system and enables ICI Autocolor to ensure that the standards set out are adhered to, whenever and wherever the vehicle is repainted. It provides operators with access to a network of 80 high-quality paint shops selected by ICI Autocolor which will maintain consistently high standards of refurbishment.

Fleetwatch Livery Management offers a menu of services, from the introduction of a new livery across every vehicle in the fleet to maintenance of existing liveries, including auditing fleets to assess the condition of vehicle livery and determine what remedial work is required. Categorising the condition of vehicles allows the operator to cost the work and create a schedule. This in turn allows paint shops to be briefed and the management of the fleet's livery to be controlled, especially the cost of maintaining the livery. Operators who use Fleetwatch Livery Management should not encounter any unexpected bills, apart from accident damage.
