Which of the following most accurately describes the problem?

• Three police forces, including Leicestershire, are to try out a new generation of speed cameras using digital technology. If the Home Office approves they could be installed throughout the UK. The new cameras do away with the need for police to develop the film showing the registration number of speeding vehicles. Instead images are instantly transmitted to the police, speeding up any prosecution.

Police experts believe the new cameras might also be able to photograph swerving trucks and tired drivers in a move that could help to enforce drivers' rest periods.

"Our primary aim is to reduce the number of casualties on the roads. Speeding is a

major problem," says Chief Inspector Graham Compton, head of the Leicestershire Police traffic unit.

Some forces have been unable to load speed cameras with film because of the cost.
