PROBLEMS OVER vehicle maintenance and drivers' hours have led to the licence held by Crymych, Pembs-based Harry Morgan being cut from 15 vehicles and 15 trailers to the seven vehicles and seven trailers in possession.Welsh Deputy Traffic Commissioner Fiona Harrington also cut the licence to three vehicles and three trailers for three days.

Traffic exam iner Ian Bellis told a Llanelli disciplinary inquiry that an investigation was launched following a collision involving one of Morgan's vehicles.

Aberystwyth magistrates subsequently fined him £600 with £35 costs for failing to have the vehicle's tachograph calibrated and failing to use the tachograph.

An analysis of the tachograph records revealed a large number of offences, which included mode;witch and hours offences. There were also several instances of missing mileage. A brief inspection of the speed traces coupled with a knowledge of the roads in the vicinity indicated that drivers were breaking the speed limit when leaving the operating centre.

Bellis said a subsequent visit in April 2007 showed systems were now in place to prevent similar offences recurring, although some minor infringements were still identified.

Vehicle examiner Neil Thomas detailed prohibition notices issued, including an S-marked prohibition (indicating a serious lapse in maintenance) in 2006. He reported that no driver defect report books were available and the inspection records were not satisfactorily completed.

Morgan admitted that shortcomings existed in the previous systems but assured the DTC that these had been addressed. Drivers had been trained, ageing vehicles were being replaced and the entire fleet would undergo roller brake testing every two months.
