Which of the following most accurately describes the problem?

Will an operator be able to run a maximum-capacity changeover service, with each leg not exceeding 100 miles, outside special authorisation provisions, as long as the units are switched?

A The Transport Act 1968, section 71, subPI section 2, in defining a controlled journey specifically provides that "'where the vehicle on which goods are carried is a trailer, it is immaterial whether it is drawn on the journey by the same vehicle or different vehicles". Hence a changeover service exceeding 100 miles in total, operated by vehicles exceeding 16-ton g.v.w. will eventually require special authorization.

We would emphasize, however, that it is declared policy that quantity licensing will not be introduced until the Freightliner service has proved itself in practice. Also quantity licensing will not be a system for individual journeys.
