Which of the following most accurately describes the problem?

• Convoys Ltd„ a company which arranges air/rail/coach tours for American tourists in England, hopes to extend its operation to Scotland.

The company applied to the Scottish Traffic Commissioners in Edinburgh last week for a licence to operate a series of extended tours. Some 40 objectors were listed. Discussions prior to the hearing resulted in an agreement between Convoys and Scottish Omnibuses Ltd. whereby the latter company-one of the objectors to the proposed tours programmewould undertake the actual operation of the tours, using its own licences and vehicles. Convoys would then act as an agent, arranging such matters as air travel and hotel accommodation.

This was advanced as an alternative to the application, with a request that there should be an adjournment to allow details to be concluded. Representatives of the objecting companies accepted the arrangement, providing that it did not involve additional vehicles, and subject to their right to question any future applications or proposals arising from the arrangement, British Railways gave evidence of full support for the programme.

• Annual report of Sunderland Corporation Transport Department for the year ended March 31 1968 shows a net loss after meeting all charges of £159.738 11967: £195,895. Mileage decreased 105,394 to 6,138,100 and passengers by 4.497,327 to 62,915,828.
