Which of the following most accurately describes the problem?

• It was more important for operators to know the laden axle weights of their vehicles than the gross weights, said Mr. E. W. C. Pendleton, Coventry's chief constable, at the annual dinner dance of the Road Haulage Association, Coventry, Rugby and North Warwickshire sub area, in Coventry last Friday. The preparation by the RHA and TRTA of a list of weighbridges covering the entire country (the list will be available in the near future) was a move in the right direction. Looked at from the wider angle it was possible to appreciate why the new regulations had been introduced. "I was one of those who recommended the introduction of the regulations when I served on Home Office Committee," said Mr.,Pendleton.

Commenting on weighbridges Mr. David Jones, RHA West Midland area chairman, said that the majority were designed for the horse-and-cart. Over the next two years plating and testing would make a big difference to hauliers: there was a great future for those who wanted to make a go of it.
