Which of the following most accurately describes the problem?

UNDER most, if not all, contracts for hire of vehicles to the military authorities, it is a condition that the owner is responsible for the maintenance of the vehicle, including the replacement of tyres which have been rendered unserviceable through fair wear and tear. A case has recently come to light wbere the owner was faced with a demand for four new tyres on a vehicle, which had been hired, but the owner knew that when the vehicle left his custody all the tyres, including the spare, were new. I-le, therefore, demanded to see the vehicle and was able to show that of the original seven tyres only two remained, the spare and one other which showed normal wear. NO doubt the others had, at some time, been punctured and had been changed for tyres obtained from other sources. or, alternatively, they had been " acquired" by someone in need of a change. Be that as it may, no operator should hand over his vehicle without recording the numbers and condition of the tyres which are supplied with it, and obtaining a signature for them.
