Which of the following most accurately describes the problem?

• The Scottish Transport and General Workers Union is promising its drivers they can expect better pay in time for the new millennium.

Scottish regional industrial organiser Dan Sharpe says "employers, especially smaller employers, need to grasp the nettle in pay discussions and modernise their agreements." He says the Scottish T&G will make the health and welfare of drivers a priority in discussions with employers improving sick pay and pensions over the next two years. "We will bring change," he says. Sharpe was speaking after the Scottish T&G agreed to offer a 3.5% pay rise from employers in Scottish Joint Industrial Council talks to drivers who were "prepared to accept this level". The agreement with the Scottish AC included the right For the Scottish T&G to enter individual talks with large employers to attempt to secure better deals. "We hove secured rises between 4 and 4.5% this way," says Sharpe.
