Which of the following most accurately describes the problem?

ANo doubt you are referring to the Transit of Animals (Road and Rail) Order 1975. This came into operation on August 1, 1976, for new vehicles but does not apply to vehicles already in use till August 1, 1980, by which time, no doubt, the majority of vehicles of this type will need to be, or will already have been replaced. These dates refer to the construction of the vehicle.

However, there are pro visions for the protection of animals during loading and unloading, the movement of animals within the vehicle, the protection of animals during carriage and so on, which came into operation on August 1, 1975, and these must be complied with now.
