TWO COI_ NCI I .S and local residents have failed to prevent the continued use of a site as an operating centre after claiming that vehicle movements had increased since the takeover of the business.

However,new environmental conditions have been imposed on its use, limiting the times at which loading and unloading and vehicle maintenance can take place and the way vehicles enter and leave the site.

South-Eastern and Metropolitan Traffic Commissioner Christopher Heaps granted United Grab Hire permission to base three vehicles at Limpsfield, a site used as an operating centre since 1985.

The company's application had been opposed by Surrey County Council and Tandridge District Council. For the councils it was said there was much local concern regarding intensification of the site's use since the takeover of David Withers's business by United Grab Hire.

A number of local residents also made representations, complaining about increased vehicle movements, noise, fumes, dirt and dust.

Director Beverley Howland said the company was seeking authority for the same vehicles that Withers had operated. The intensification of use was partly explained by visiting vehicles and works required to comply with planning enforcement notices, and there was no history of accidents at the site.

Granting the application, the TC said he could not find see any materially adverse result from a grant but accepted that conditions should be imposed.
