Which of the following most accurately describes the problem?

THE DEPARTMENT for Transport has stopped funding an advisory service that offered operators tips on how to keep their drivers happy. Respect for People was originally funded through the Road Haulage Modernisation Fund and was free to operators. But the cash has run out. Now, operated under licence by Drivers for Change, this advice will cost the biggest firms up to £1,500 a year.

An insider at Drivers for Change says: "It will clearly be crucial whether people will be prepared to pay for something they previously got for free."

Drivers for Change argues that the annual subscription is justified because it might help retain drivers.
