Which of the following most accurately describes the problem?

• The Government is being urged to investigate the procedures for ensuring that owners of foreign commercial vehicles and their insurers meet their liabilities relating to accidents for which they are responsible in Britain.

Mr Nigel Spearing, Labour MP for Acton, is concerned because British motorists involved in accidents with foreign lorries are finding it difficult to communicate with owners and insurers on the Continent.

"The Government need not take responsibility for this matter," said Mr "But they have a duty to ensure that the channels of communication for the settlement of claims are open," he said.

"It does not appear that there are any agreed channels at the moment and British motorists can be put to some considerable trouble and expense to recover the cost of repairs."
