Which of the following most accurately describes the problem?

ON April 3 the European Conference of Ministers of Transport (E.C.M.T.) adopted resolutions Qn co-ordinating highway codes covering: general behaviour of road users, lane discipline, rights of way, pedestrian crossings, overtaking, parking and waiting, road markings; rules for cyclists and pedestrians. The Ministers agreed to have these principles embodied in national legislation as soon as possible, and asked their experts to, consider the following subjects, for presentation to the Ministers later this year: lights on moving and stationary vehicles. the meaning and siting of road signs and signals, and obligations on road users in dealing with accidents.

Meanwhile, the so-called European Parliament has urged, the Common Market Commission to set up a study group to continue and expand the transport-unification work done by the E.C.T.M. so that a complete, unified traffic code can be introduced to the Common Market as soon as possible.
