Which of the following most accurately describes the problem?

IN a reserved decision the West Midland

Deputy Licensing Authority, Mr. R. A. Hall, has granted an application by Refrigerated Meat Traders, Ltd., for three new A-licensed flat vehicles intended for use with special refrigerated containers. With preset temperature control, the containers can keep produce to within plus or minus 1° F. indefinitely. There were 26 objectors to the application, which was heard on five occasions between last December and February this year. Mr. Hall makes it a condition of the grant that the normal user be amended from "Great Britain " to "England and Wales," and that the word " poultry " be included in the applicants' statement of objects in their Memorandum of Association.
